Abstract: The maritime activity, an important facet of the global economy, should be governed by rules that ensure the safety of shipping and of the people on board vessels. In this sense, the concerns of the international organizations consist in developing rules that ensure an appropriate training level to the seafarers. In addition, they also aim at standardizing the regulations applicable to the seafarers working on vessels, regardless of their flag.
