Abstract: In order to develop the quality it is necessary to move from an existing culture to a culture of quality. When referring to the important functions of any organization to create a culture solid such as dissemination of quality philosophy, staff motivation and group cohesion, we realize the obstacles in creating such a culture. The main function of the organizational culture is to give members of the organization both organizational identity and to generate a commitment to shared values and principles. Although the literature discusses frequently the links between cultural changes in order to create a culture of quality, the practical approach is still problematic. In this purpose, the primary mechanisms recommended to convince employees of the need to introduce and implement a culture of quality are education, training and leadership, while the structure, systems and procedures are important, but secondary.
