Theoretical Approaches and Practical Aspects on the Financial Management of a Local Public Institution

Abstract: If rigorously stimulated, the quality and method of establishing financial resources in the public institutions, refer to a strategically element of major importance, because it determines the competitiveness at the highest level. The general objective of the study consisted of the local budget establishment and use strategy inspection within a city hall with the purpose of activating an action method to lead to the effectiveness of the process of distributing both own resources and those pertaining to the local budget in the local public institutions. The novelty in this paper is represented by the holistic approach in an original manner of the interaction between financial resources strategic management and the activities specific to the charges and local tax collection and allotment in a public institution defined in the proposition of organizational and efficiency consolidation measures for financial resources activity in the analyzed city hall.
