Abstract: This study investigates the process of forming social entrepreneurship, its capacity to make the connection between social values and the economic environment for the overcoming the potential as a process, in which the existing opportunities are stimulated on the Romanian market and the current social changes, the setting up of the organizations with a social mission to meet their human resources and social needs.
