Abstract: The transition in the CEE countries had different evolutions, influenced both by the former socialist agricultural systems and by the pace of reforms. In Romania, reform was quite hesitant and had several distinct stages, namely: thirst for reform (1990-1992), fear of reform – “firm grip of the state” (1992-1996) and, after 1997, the moment of truth - reform imperative. All these led to delays as compared to many CEE countries.
