Abstract: The paper’s main objective is to examine the efficiency of renewable energy development in the EU using 2009 national data. We apply nonparametric techniques to determine efficiency estimators that provide an insight into the quality of renewable energy policy and its impact on the EU countries. We use nonparametric techniques to determine the DEA efficiency estimates and a bootstrap algorithm that corrects the efficiency estimates and also provides confidence intervals for the bias-corrected efficiency estimates. Moreover, our analysis reveals the energy policy impact by country on the development of renewable energy markets. The implications of the results are discussed in relation to the current developments in the EU renewable energy market and recent policy initiatives.
