Abstract:
Program of punishment weakening (hereinafter - PPW) is one of the most important innovations of the world of antitrust policy of the last twenty or thirty years. The main purpose of the introduction of this program - to increase the effectiveness of the fight against cartels. Historically, cartels are the main enemies of antitrust policy, which is not surprising - resulting in a significant increase in price (median price increases in a cartel, according to international studies - nearly 30%), cartels cause significant damage to customers. That damage from the actions of the cartels on the one hand, and the successful results of programs for the detection and destruction of the cartels, on the other hand, did an analysis of the PPW, an important area of research in modern microinstitutsional economy.
