Training the Disadvantaged

Abstract: Recently, the Job Training Partnership Act has been implemented with the explicit purpose of moving economically disadvantaged individuals toward economic indepen dence through the provision of training. Ideally, we wish to know whether this type of training is a cost-effective expenditure.
