Abstract:
The authors propose a formative evaluation model for use by administrators of large health services research grant programs. The model will assist them in assessing the purpose, methodology, and level of analysis of funded research projects to identify content areas currently being addressed and areas that may require more directed research. This model is applied to one area of health services research, HIV/AIDS care.
