Benefit-Cost Analysis of Voyageurs National Park

Abstract: The beneficial and adverse effects associated with the establishment of Voyageurs National Park are compared using a modified version of the 1973 Water Resources Council Principles and Standards for Planning Water and Related Land Resources. A measure of willingness to pay determined by the Clawson travel cost approach is the principal beneficial effect attributed to the park. Actual land purchase and development costs constitute the principal adverse effects. Sensitivity analyses are presented to show alternative results when basic assumptions are altered. Resulting net beneficial effects are positive in most cases, but rather than focusing on precise results the intent is to present an example of a method for evaluating establishment of a new national park.
