Abstract:
This article examines household participation in the national Section 8 Existing Housing Program funded by the U.S. Department of Housing and Urban Development. It develops a prototype for evaluating a multistage selection process which requires potential recipients to pass through several discrete stages before becoming program participants. By comparing the relative success rates of various target groups at each stage of the selection process, local, state, and federal evaluations can provide policy makers and program managers with important information for modifying programs to improve their performance.
