Abstract:
This paper develops a spectrum of government work programs, from mandatory workfare to more progressive fair work. This model is then used to look at the work programs developed under the 1996 Personal Responsibility and Work Opportunity Reconciliation Act, the most significant welfare reform in six decades, that ended the entitlement to welfare and mandated wage-work and work activities.
