Abstract:

The analysis of tendencies, condition and perspectives of human capital development in the Republic of Belarus, Russia and Ukraine has been carried out. The problem of nation's ageing, reduction of countries population as well as the reduction of number and specific gravity of children has been considered. It has been grounded that the demographic policy of Slavic states during last decades is ineffective has been proved. The working hypothesis which states that it is necessary to create state fund of nation rescue for nation’s stabilization and rejuvenation in long-term period has been offered. The principles of formation, financial sources and directions of using the nation rescue fund have been considered. New financial sources directed towards the solution of demographic problems have been suggested. Fund’s ideological bases as well as role in family influence on quality of children's education and increasing of human capital have been considered.

Проведен анализ тенденций, состояние и перспектив развития человеческого капитала в Республике Беларусь, России и Украине. Рассмотрена проблема старения наций, сокращения населения стран, а также сокращения численности и удельного веса детей. Обосновывается вывод, что демографическая политика славянских государств на протяжении последнего десятилетия является не эффективной. Выдвинута рабочая гипотеза, что для стабилизации и омоложения нации в долгосрочном периоде необходимо создание государственного фонда спасения нации. Приводятся принципы формирования, финансовые источники и направления использования фонда возрождения нации. Предложены новые финансовые источники, направляемые на решение демографических проблем. Рассмотрены идеологические основы фонда, его место в повышении влияния семьи на качество воспитания детей и возрастание человеческого капитала.
