Abstract:

This research is devoted to the theoretical basis of country’s financial capacity assessment, its specificities and algorithm. The aim of the investigation is the generalization of methodological approaches to evaluating country’s financial capacity.The author determines that the assessment involves preparatory, analytical, and final stages. The special attention is paid to the information based on the analysis, demands on it, impact of changes in methodology, dynamics of macroeconomic indicators. The establishment of the united analytical center for assessment of financial capacity of the state for post-conflict recovery is proposed.The results of the critical review of the publications in this field have helped to improve the classification of country’s financial capacity assessment methods by providing some new attributes such as the focus of the evaluation and type of intelligence.The problem of using unlicensed software to assess the financial capacity of the state and the associated risk have not been left without attention.

Робота присвячена теоретичним основам оцінки фінансового потенціалу держави, його особливостям та алгоритму здійснення. Метою дослідження є узагальнення методичних підходів до оцінки фінансового потенціалу держави.Автором визначено, що процес оцінки враховує підготовчий, аналітичний та заключний етапи. Особливу увагу приділено інформаційній базі аналізу, вимогам до неї та впливу на динаміку макроекономічних показників змін у методиці їх розрахунку. Запропоновано створення єдиного аналітичного центру оцінки фінансового потенціалу держави для цілей постконфліктного відновлення.Результати критичного аналізу публікацій з обраної тематики дозволили вдосконалити класифікацію методів оцінки фінансового потенціалу держави через виокремлення двох нових ознак: основного об’єкту оцінки та виду інтелекту. При цьому виявлено перспективність використання інтелектуального аналізу даних про фінансовий потенціал держави в умовах швидкого зростання обсягів неструктурованої інформації. Не залишилась поза увагою дослідження проблема використання неліцензованого програмного забезпечення для оцінки фінансового потенціалу держави та пов’язані із цим ризики.
