Abstract:

In the context of approximation of European and domestic legislation and within the framework of the Association Agreement with the European Union, the issue of efficient use of water resources in the agro-industrial complex is becoming particularly acute. The article considers the mechanisms of state support for modernization of inter-farm and farm facilities in the area of drainage land-reclamation. The article analyzes the negative impact of reducing the amount of financing, which has led to a significant reduction of the areas of draining lands of agricultural enterprises in Ukraine, in particular, within the budget decentralization. The peculiarities of the formation of water management and land-reclamation infrastructure at the regional level are considered. The directions of state regulation of innovation and technological modernization of inter-farm and farm facilities in the zone of drainage land-reclamation are proposed. The author develops the mechanisms of fiscal and monetary-credit nature, which will promote the activation of the processes of innovation and technological modernization of the water management and land-reclamation subcomplex of Ukraine.

В умовах апроксимації європейського та вітчизняного законодавства та в межах Угоди про асоціацію з Європейським Союзом особливої актуальності набуває питання ефективного використання водних ресурсів у агропромисловому комплексі. Розглянуто механізми державної підтримки модернізації міжгосподарських та внутрішньогосподарських споруд у зоні осушувальних меліорацій. Проаналізовано негативний вплив зменшення обсягів фінансування, що призвело до суттєвого зменшення площ осушуваних земель сільськогосподарських підприємств в Україні, зокрема, в рамках бюджетної децентралізації. Розглянуто особливості формування водогосподарсько-меліоративної інфраструктури на регіональному рівні. Запропоновано напрямки державного регулювання інноваційно-технологічної модернізації міжгосподарських та внутрішньогосподарських споруд у зоні осушувальних меліорацій. Розроблено механізми фіскального та грошово-кредитного характеру, що сприятимуть активізації процесів інноваційно-технологічної модернізації водогосподарсько-меліоративного підкомплексу України.
