Abstract:

Article is devoted to consideration of questions of need of the account and an assessment of possible social and ecological impacts of implementation of investment projects of the commercial organizations at a stage of carrying out examination of project documentation. The assessment and the analysis of design decisions is based on the concept of application of a social responsible approach to the investment, assuming among other compensation of negative impacts on social and ecological systems, and also stimulation of responsible investments. As a countervailing measure and leveling of such consequences the mechanism of cross compensation of social-and-ecological damage is offered. Authors the contents and an order of functioning of the mechanism of cross compensation of social-and-ecological damage, advantage of its application at a preinvestment stage and value for flexible system of administration of the investment environment reveals.

Статья посвящена рассмотрению вопросов необходимости учета и оценки возможных социальных и экологических воздействий реализации инвестиционных проектов коммерческих организаций на стадии проведения экспертизы проектной документации. Оценка и анализ проектных решений базируется на концепции применения социально ответственного подхода к инвестированию, предполагающей в числе прочих компенсацию негативных воздействий на социальную и экологическую системы, а также стимулирование ответственных инвестиций. В качестве компенсационной меры и нивелирования таких последствий предлагается механизм перекрестного возмещения социально-экологического ущерба. Авторами раскрывается содержание и порядок функционирования механизма перекрестного возмещения социально- экологического ущерба, преимущества его применения на прединвестиционной стадии и значение для гибкой системы администрирования инвестиционной среды.
