Abstract:

The article reviews the retrospective, estimates the state of modern customs policy of Ukraine, and identifies the organizational and the economic mechanisms of using of customs tools to regulate foreign trade during the development of integration processes. The procedure of forming of customs policy priorities of Ukraine in the development of relations with the European Union is researched. The dynamics of export-import transactions of Ukraine and the EU is analyzed. The measures, that are aimed at the development of domestic import, enhancing the level of protection of national interests while balanced implementation of international requirements and the standards, ensuring the implementation in the customs departments of universalized technologies of customs control and customs clearance, the creation of the most favorable environment for participants of foreign economic activity enhancing the efficiency of operative identification and contraction to negative phenomena in the environment of foreign trade, the improvement the existing tax and tariff policy of Ukraine by sectorial principles have been determined as the priorities of improving the efficiency of customs policy. The article works out the recommendations to improve the efficiency of customs policy of state in the development of relations with the EU and the recommendations allow the involvement of Ukraine in the integration processes as well as the development of domestic business.

Розглянуто ретроспективу та здійснено оцінку стану сучасної митної політики України, визначено організаційні та економічні механізми застосування митних інструментів регулювання зовнішньої торгівлі в період розвитку інтеграційних процесів. Досліджено порядок формування пріоритетів митної політики України в умовах розвитку відносин з Європейським Союзом. Проаналізовано динаміку експортно-імпортних операцій України та ЄС. Пріоритетами підвищення дієздатності митної політики визначено заходи, спрямовані на розвиток вітчизняного імпорту, покращання рівня захисту національних інтересів держави з одночасним збалансованим впровадженням міжнародних вимог та стандартів, забезпечення впровадження в митних органах уніфікованих технологій митного контролю та митного оформлення, створення максимально сприятливого середовища для учасників зовнішньоекономічної діяльності, підвищення ефективності оперативного виявлення та протидії негативним явищам у середовищі зовнішньої торгівлі, удосконалення існуючої податкової та тарифної політики України за галузевим принципом. Розроблені рекомендації щодо підвищення дієздатності митної політики держави в умовах розвитку з ЄС сприяють як залученню України до інтеграційних процесів, так і розвитку вітчизняного бізнесу
