Abstract:

The article proves that one of the causes of inadequate development of the tourism sector in Ukraine is the absence of complete scientific concepts to the definition of tourism, to reveal its essence, different theoretical approaches to the development goals, objectives, types, forms and means of tourism, hence the inconsistency conceptual apparatus, which is the basis for further normative legal acts regulating the tourism industry. The article studies tourism in the narrow and broad aspects. In the broad sense tourism is any route a person takes that goes beyond ordinary or beyond everyday affairs. In the narrow sense tourism includes specially organized routes of citizens, carried out at their expense (or by organizations which sponsor them), except for movements related to the performance of professional duties. In fact, special institutions concern themself with the organization of tourism in the narrow sense (tourist firms, bureaus, agencies, etc.), which are the subjects of tourist activity.Different scientific approaches to the interpretation of tourism determine the feasibility of a systematic approach to its study. Based on the characteristics of the components of tourism to build its conceptual model it’s necessary to select a subject-object, functional systems and subsystems interim tourism. The model will help clarify theoretical foundations of tourism and work out the trends of its development in the modern conditions of Ukraine.

Доведено, що однією з причин недостатнього розвитку туристичної сфери в Україні є відсутність цілісних наукових концепцій щодо визначення системи туризму, розкриття його сутності, різноспрямованість теоретичних підходів до формування мети, завдань, видів, форм та засобів туризму. Це обумовлює суперечливість категоріально-понятійного апарату, який в подальшому є основою нормативно-правових актів, що регламентують сферу туризму. Туризм досліджено у вузькому та широкому аспектах. У широкому розумінні до туризму належить будь-який маршрут переміщення людини у просторі, що виходить за межі буденності або повсякденних справ. У вузькому значенні до туристичних належать всі спеціально організовані маршрути по переміщенню громадян, що здійснюються за їх рахунок (або за рахунок організацій, що їх відправили), крім переміщень, пов’язаних із виконанням професійних обов’язків. Фактично організацією туризму у вузькому значенні займаються спеціальні організації (туристичні фірми, бюро, агентства та ін.), які є суб’єктами туристичної діяльності. Різноспрямованість наукових підходів до трактування туризму обумовлює доцільність застосування системного підходу до його дослідження. Виходячи з наданої характеристики складових туризму, для побудови його концептуальної моделі доцільно виокремити суб’єктно- об’єктну, функціональну та забезпечувальну підсистеми системи туризму. Запропонована модель сприятиме уточненню теоретичних основ туризму та розробці напрямів його розвитку в сучасних умовах України.
