Abstract:

Current economic and social problems in the country are displayed on all areas of functioning of the state. In particular, the absence of stable development of industrial sector and high level of shadowing cause a negative impact on revenues to state and local budgets. The penal system of Ukraine, according to the current legislation, is financed by the general and special funds of the State Budget of Ukraine; but taking into account the general trends of the limited cost of maintenance of this type of objects arises the question about optimization of the level of funding of the whole system. The formation of the required financing system institutions of the penal system is an urgent task today because the level of the financial costs of prisoners in the country is relatively very low and does not meet international standards. The world experience of financial support of institutions of punishment shows the feasibility of shifting costs to the state on the special funds that are generated due to the implementation of productive activities through the employment of prisoners themselves who produce competitive products with its further sale. That question of optimal sources of financing of the penitentiary system is solved in this article.

Сучасні економічні та соціальні проблеми в країні відображуються на усіх напрямках функціонування держави та усіх її ланок. Зокрема, за рахунок відсутності стабільного розвитку виробничого сектору економіки та високого рівня тінізації, відбувається негативний вплив на надходження коштів до державного та місцевих бюджетів. Кримінально-виконавча система України, згідно чинного законодавства, фінансується за рахунок загального та спеціального фондів Державного бюджету України, але враховуючи загальні тенденції обмеженості покриття витрат на утримання об’єктів такого типу постає питання щодо оптимізації рівня фінансування всієї системи. Формування необхідної системи фінансування закладів кримінально-виконавчої системи є актуальним завдання сьогодення, оскільки рівень фінансових витрат на забезпечення утримання засуджених в країні є доволі вкрай низьким та не відповідає світовим стандартам. Світовий досвід фінансового забезпечення закладів виконання покарання, свідчить про доцільність перекладання цих видатків держави на спеціальні фонди, які формуються за рахунок здійснення виробничої діяльності через використання праці самих засуджених, які виробляють конкурентоспроможну продукцію з подальшою її реалізацією. Саме питання оптимального розподілу джерел фінансування закладів кримінально-виконавчої системи вирішується у даній статті.
