Social insurance in Ukraine: the ways of foreign experience application

Abstract:
Social insurance in Ukraine is developing in own, to some extend unique way. But accepting this fact doesn’t mean that other countries experience has to be left without attention under conditions of reforming national social insurance system. In this context it is very important to implement the detailed analysis of possibilities to use some instruments of social insurance improvement in domestic conditions of national economy. The author defended the idea, that present level of economic development in Ukraine is insufficient for large-scale use of EU countries experience of forming the coordinated policy in sphere of social insurance in domestic conditions of Ukrainian economy. Among the most hazardous aspects of social insurance functioning in post-crisis conditions it was defined the parameters of labour market functioning. It was grounded that the presence of significant hidden unemployment in Ukraine should be named as the reason for some peculiarities of social insurance indicators dynamics in national conditions. As for the countries which implement active reforms of social insurance systems France was recognized as the country which labour market problems character is close to Ukrainian ones. But at the same time the possibilities of this country experience use in national conditions of Ukraine are to some extend restricted as the consequence of low impact of Ukrainian trade unions in comparison with French ones.
