Determination of criterion of availability of transport services on railway transport for population on example of Kharkov region

Abstract: In the article the availability of transport services at transportation of passengers is definite by a railway transport. The rational level of tariffs is calculated, that takes into account solvent demand of population on the example of the South railway. The problems of unprofitable of railways of Ukraine are reflected in passenger transportations, in that number in suburban connection in composition social policy of the state and basic directions are selected in relation to the rise of their level of break-even.
