Introduction of a scientific-practical research and improvement of its methodological toolset: anomality evaluation of research indices

Abstract: In the article we present a detailed review of methodological foundations, describe the methodological mathematical toolset that we used as well as the research procedure at input data stage, i.e., preliminary stage of research which gives scientific grounds for use or non-use in provided research of corresponding indices.
