Abstract: The necessity of intensification of the state investment policy is mentioned in this article. The necessity of satisfaction of all demands and requirements of users, which can be exist only under support their possibilities and their widening is mentioned.The officiency realization of longlasting strategy of development of inverstment potential and its efficience urage must be supplied. The ways of solving of the problem of decrease of injurious effect of transport on environment is mentioned. The necessity of complex overcoming of existance problems including the state regulation of transport process.
