Abstract: In the article the most important tools of the economic mechanism of planned economic management and leverage the efficiency of social production are finance, credit, monetary circulation. Determined that they mediate a significant part of economic relations and industrial processes. Informed that the state should pursue a proactive fiscal policy. Determined the main objective in the financial sector to increase the impact of the financial mechanism to accelerate socio-economic development of the country, provided that the formation conditions for the expansion of economic independence and improve economic responsibility of enterprises and local authorities. The basis of the whole macroeconomic policy today must lay a concerted effort of the government ( Parliament) with the NBU on ensuring reliable monetary stability. Reducing inflation and forecasting hryvnia exchange rate stability should be regarded as one of the main priorities for attracting income in banks and stabilize the economy. Extremely important is the problem of efficient management of the public debt continued cooperation with international financial institutions, including the IMF. Budget funding should only be used for strategic, priority sectors of the state economy. Revealed that the country's economic growth depends on the structure of the state budget. Ensure economic growth in the country can develop infrastructure that would lead to private investment. The current budgetary framework of economic regulation can not be considered effective. The budget system is the main part of public finances. State uses the budget as a tool to achieve its socio-economic policies.
