Abstract: In the article the role of the financial regulation of the economy in a volatile market environment as the basis for the formation and development of socio-economic potential of society. Systematized the basic mechanisms of emergence and spread of negative effects of destabilizing the financial market of Ukraine, analyzed the advantages and disadvantages of the existing areas of financial policy regarding the structure and function of the state budget. To determine the theoretical aspects of the relationship with the state of financial regulation in today's global environment in terms of mutually effective cooperation with international financial organizations. Priorities designed to improve financial regulation policy of destabilizing economic processes in Ukraine as a basis for further formation and development of the state of the modern post-industrial levels: National Bank of Ukraine application mechanisms "state of emergency lending", initiating the process of restructuring the external debt, the introduction of flexible and comprehensive fiscal policy, the optimization of the state budget on the basis the needs of the population and increase innovation and investment climate of domestic enterprises.
