Abstract: This article presents some problems related to the modernization of the government’s functioning and it is based on the enterprise architecture approach. An effective management of modernization processes requires proper understanding and using the same ideas and terminology which are used in enterprise architecture. The condition which is absolutely necessary is to apply a dynamic (instead of static) approach to understand the terminology mentioned above. In the author’s opinion the title ‘Enterprise Architecture of State’ is not proper, even more, it is considered wrong. The author’s proposals in terms of terminology, concerning also non-IT aspects of enterprise architecture, are presented at the end of the article.
