Abstract: The article discusses the approach to design of information portals for Regional Innovation Systems based on the use of Quality Function Deployment (QFD). The QFD method is used to reflect the needs of a market for a specific product. In this case, information portals are a product that enables the performance of tasks imposed on local governments. The market includes present and potential users of the portals. On the basis of preliminary studies, functions required by users were defined. It is the first and the most important element of information portal design using QFD method.
