Abstract: The main purpose of the research was to create a referential model of an LGU (Local Government Units) website with the content appropriate for the needs of local and foreign users. The creation of web tracking software was the other aim of this research and it has been fully achieved. On the basis of the implemented rules, the software allows examining the shortest access path to information, the smallest number of clicks and the examination of website quality on the basis of the questions answered by users for the purpose of this research.
