Strategies of Development of E-Government in the Perspective of 2030

Abstract:
In the paper there are presented and discussed two strategic models of e-government in a complex ICT environment in the perspective of 2030: (1) the integrated model based on the system of metainformation standards and the system of leading administrative reference registers, (2) the distributed model based on the computerization of autonomous information components contained in different legal acts and other regulations that define the administrative procedures executed by governments. The criteria of evaluation of the effectivity of each of those two models and approaches to the development of e-government have been formulated. Political, legal, organizational, social and technological prerequisites of strategic planning, capacity building and implementation problems of each model of e-government are discussed.
