Abstract: The present article covers the issues related to the evaluation of effectiveness of infrastructure investments. Infrastructure is one of the key elements of the social system and its mission is to provide basic conditions for the development of other subsystems. The social assessment of infrastructure investments is, therefore, one of the most important assessment methods. Social assessment identifies and measures the effects of infrastructure investments in the social sphere. The method can be used both at the planning stage and in the operation of the infrastructure investment.
