Abstract: The paper presents methods used to assess the number and rate of uninsured vehicle owners. The authors use the described methods and apply them to the Polish Insurance Guarantee Fund’s data to estimate the scale of the uninsured phenomenon in Poland. An indicator combining outlined methods to assess the number and rate of the uninsured is used. The article also describes the characteristic features of uninsured vehicle holders omitting to fulfil this obligation.
