Abstract: Abstract In economics, a key consideration in allocation is striking a balance between pursuing efficiency, according to marginalist principles, and ensuring fairness, in line with egalitarian ideals. To address this, we present the in-group egalitarian Owen graph value for cooperative games with graph communication structures, offering a more practical solution. This value not only considers the contributions of each player but also introduces the idea of egalitarianism within each union. Furthermore, an axiomatic characterization is given to describe the rationality of this coalitional graph value. This research provides an approach to harmonize allocative efficiency and fair distribution in cooperative settings.
