Abstract: Abstract— The article presents the possibilities of regional development considering the factors of growth and available potential. The influence of the heterogeneity of the achieved level on the prospects for the development of regions is noted. Considering the particularities of each region of the North Caucasian Federal District, specific examples of the formation of their development strategies are given.
