Abstract: Abstract— The article considers the prospects for the implementation of the Scientific and Technological Development Strategy of the Russian Federation. It is shown that the major challenges set in the Strategy are a consequence of Russia’s technological lag behind the level of industrialized countries in terms of the complexity of development problems during the period of building a market economy. The technological lag can be overcome by reforming the scientific and technological sphere and improving the development management mechanisms. It is noted that a number of provisions of the Strategy require clarification due to the May Decrees of the President of the Russian Federation.
