Abstract: Abstract The imbalances of the metal market and conflicts between market participants, which are intensifying under the influence of macroeconomic factors, are considered in the article. The interrelation of the processes of the development of metallurgy and the features of the management of industrial flows of products, resources, capital was shown. The specifics, advantages and disadvantages of the determinants of the industrial development processes are highlighted. We note that the solution of constructive problems faced by the Russian metallurgy industry is closely related to the need to improve the managing of its development.
