Abstract: Abstract— The article deals with the problems associated with the tasks of increasing the efficiency of production organization. Historically, in Russia there was no toolkit for the development of horizontal links, industrial cooperation, or market redistribution of economic resources. In the 20th century, this was due to the specifics of the first planned economy, and then corporate governance. The lack of this toolkit hinders technical creativity, innovative development, and hinders economic growth. To eliminate constraining factors, it is proposed to create a new development institution at the structural level—an information technology infrastructure for organizing and supporting production.
