“New” Regional Proportions: Results of Calculating Gross Regional Product

Abstract: Abstract The article discusses the results of the transition of Rosstat to a new methodology for calculating the gross regional product (GRP), which is focused on international accounting standards. In accordance with the new methodology, the GRP includes the cost of housing services produced and consumed by homeowners. The value of consumption of fixed capital by sectors of the economy is determined on the basis of the current market value of fixed capital. The result of the new assessment was a change in the regional and sectoral GRP structure, as well as the relative positions of regions in national indicators. It is shown that as a result of the recalculation of GRP, the interregional differentiation of per capita GRP indicators has decreased. Changes in the GRP structure in the accounts of generation and use of income have been analyzed. It has been shown that with the transition to the new methodology, the gap between the indicators of regional accounts and directly observable indicators has increased.
