Abstract:
Abstract The new scientific and technological revolution and the transformation of industry are reshaping the global political and economic map, as well as rebuilding the international division of labor. The United States, using its monopoly position in many international structures, is trying to restrain the development of China and Russia in various fields, including the scientific and technological sphere. In the face of common challenges, strengthening strategic coordination and joint promotion of scientific, technological and innovation cooperation are of vital importance for China and Russia. The advantages of China are the high enthusiasm of the population for innovation and entrepreneurship, a significant share of budgets at all levels directed to R&D, a wide market space and a good industrial base. The advantages of Russia are the depth of fundamental research and the availability of a highly qualified personnel reserve. To reconstruct the cooperation model, it is necessary to choose an integration innovation path that organically combines various sources of innovation related both to information and knowledge, and to market needs. In order to promote Sino-Russian scientific, technological and innovation cooperation in a new era, the two countries need to focus on improving the high-level cooperation mechanism, deepening interactions in the field of basic research, training professional personnel in international technology transfer and providing comprehensive technical services, implementing joint highly effective projects, ensuring the leading role of enterprises in scientific, technological and innovative cooperation, stimulating the viability of scientific, technological and innovative cooperation at the regional level, and creating a new model of an international innovation enclave.
