Abstract: Abstract— The article discusses the current state of affairs with strategic planning in Russia. External and internal factors are described that complicate the long-term socio-economic development of Russia and require restructuring of the entire system of national strategic planning. The connection between the crisis phenomena, the dynamics of the value of assets and the global struggle for institutional rent is shown. The main shortcomings of today’s Russian system of strategic planning are analyzed. Ideas to significantly increase its effectiveness are formulated. Algorithms are proposed that improve the quality and degree of interconnection of strategic planning documents, as well as a more balanced assessment of risks and threats. The necessity of a significant strengthening of the role of independent expertise in the process of developing documents is substantiated. It is proposed to revise the composition of indicators that control the implementation of strategic planning tasks.
