Abstract: Abstract— The article considers the disproportions accumulated in the economy as an independent factor of sectoral development. The effects of unbalanced development that affect the state of production and consumption of metal are singled out, their causes and role in shaping trends in industry development are considered. An approach to the state sectoral policy is proposed, focused on eliminating the crisis potential, settling the conflict of interests of metal market participants.
