Abstract:
Abstract— The article proposes approaches to supporting the process of growing national technological leaders in innovative development institutions using the developed framework.2 It was created on the basis of the principles of systems engineering, the implementation of a hypergrowth strategy, including in conditions of partial guarantees of demand for products, allowing you to design national technological leaders and provide support for their development process. The framework contains an economic model for developing technology leaders, the composition and roles of participants in this process, a structure of goals, tasks and activities at each stage of the project, as well as a set of maps for designing a national technological leader. Requirements for the management team of the development institute have been developed, including the required level of competencies for each stage of the project. An assessment of the necessary financial resources for growing national technological leaders was carried out. The application of the approaches described in the article is demonstrated by the results of the practical activities of the Internet Initiatives Development Fund when creating a large technological enterprise of the digital economy in the Khanty-Mansy Autonomous Region—Yugra.
