Abstract:
Abstract The article examines the problems of spatial development in territorial socio-economic systems based on intensifying interregional and intermunicipal interaction. The methodology of interterritorial interaction is proposed based on the cluster approach, which implies the establishment and maintenance of close ties between economic agents located in two or more territories for the optimal use of available resources and potential. Using the example of the Volkovskii territorial cluster as part of the territory of Sverdlovsk oblast, the article presents practical recommendations for organizing intermunicipal cooperation. It is shown that its implementation in this area will not only increase the economic activity of the municipalities within the cluster but also reverse the current trend of demographic development—the outflow of the population. The strategic development of the Volkovskii territorial cluster based on inter-municipal cooperation will lead to an improvement in the quality of life. On the one hand, this will increase birth rates and significantly reduce mortality; on the other hand, it will lead to a rise in the number of people moving to these areas with their families for permanent residence because of the improved living conditions. Due to the implementation of strategic directions, their advantages will be multiplied through the development of specialization and economy of scale.
