The Impact of Global Value Chains on the Russian Labor Market and Income of the Population

Abstract: Abstract The article analyzes the trends observed in the dynamics and industrial structure of Russian employees involved in global value chains (GVCs) over the past two decades. Such studies are conducted for the first time using Russia as an example and follow global trends in the study of the national labor market. It is shown that, despite a series of major economic and noneconomic shocks observed in the Russian economy over the past three decades, the total labor costs ensuring the export of Russian products remained at a comparatively stable level. Meanwhile a direct assessment of the relationship between exports and employment shows a relatively low impact on the labor market (about 10% of total employment). At the same time, estimates using GVC statistics give significantly higher figures, at the level of 20% of total employment. The calculations demonstrate a significant differentiation between types of activities in terms of the impact of foreign final demand on employment and wages in the Russian economy. The provided estimates can expand the possibilities for analyzing the effectiveness of decisions in the field of structural and technological policy related to the changing nature of GVCs, in which Russia is embedded.
