Continuity and Change in Strategic Culture: Divergent Responses by V4 States to the Russia–Ukraine War

Šárka Kolmašová

Europe-Asia Studies, 2025, vol. 77, issue 5, 677-701

Abstract: This article investigates the strategic culture responses of the Visegrád Four (V4) states to the 2022 Russia–Ukraine war. Building on the theoretical foundation laid by Jeffrey Lantis, it examines the evolution of strategic culture, particularly how external shocks prompt significant shifts or maintain continuity in state behaviour. By exploring the specific cases of Czechia and Slovakia, where substantial transformation in strategic culture was observed, and contrasting these with the relative continuity in Poland and Hungary, the study contributes to broader debates on the adaptability of strategic culture and the critical role of individual agency in both continuity and change.
