AI: Challenges for Democracy and Some Policy Solutions

Abstract:
The paper considers the challenges that AI poses for democracy and makes recommendations for national and international policy-making. Section 2 identifies 10 significant challenges ranging from the economic concentration of AI providers to the emergence of long-term dependence on AI for governance. Section 3 considers several reasons why policy-making with respect to AI is particularly difficult and Section 4 concludes with six recommendations that can help to ensure the transformational changes to work and society are inclusive, fair and promote human flourishing.
