Red Tape and Ambidexterity in Government Units

Abstract: This article draws upon the concept of two-dimensional red tape incorporating lack of functionality and compliance burden, and seeks to examine their individual relationships with ambidexterity responding to call for research in this area. Drawing upon the behavioural theory of the firm and red tape literature, the theoretical framework was developed. Using data from 132 bureaucrats in Nepal, the theoretical framework was tested. The empirical results show that lack of functionality contributes positively and significantly to ambidexterity, whilst compliance burden has a negative effect on ambidexterity. This research confirms the original notion that red tape is not necessarily dysfunctional.
