Are We There Yet? The Evolution of the US Federal Performance Management Framework: 1993–2022

Abstract:
The adoption and use of organizational performance management techniques has evolved in the US federal government over the past three decades. This began with an emphasis on creating a supply of performance information largely for accountability and budgeting purposes. Its emphasis shifted to creating a demand for performance information to inform improvement strategies. Nevertheless, the resulting performance governance framework and its accompanying administrative routines have not been adopted consistently across agencies or at lower levels within agencies. However, recent movements to develop more sustainable uses of data and evidence may hold lessons for the future of the federal performance movement.
