New development: The evolution of Welsh devolution

Abstract: This article traces the evolution of the current Welsh devolution settlement from its beginnings at the time of the 1997 general election through to the present day. It provides a context for the growing debate about whether Wales is now ready for a settlement which provides full law-making powers on the Scottish model.
