The 3E methodology for developing performance indicators for public sector organizations

Abstract: Methods currently in use for generating performance indicators have limitations, especially when applied to public sector organizations. This article presents a new methodology for constructing a set of indicators, which was developed as part of a project to evaluate the performance of the Chinese Academy of Sciences. The methodology is illustrated with a description of its application in Hunan University.
