System of choice promotes ethnically-profiled elderly care and older migrants’ use of elderly care: Evidence from Sweden’s three largest cities

Abstract: This article will be useful to policy-makers and managers in understanding how the system of choice and public procurement can facilitate care and access to welfare services for disadvantaged groups. Private sector companies were found to successfully provide care services to marginalized groups, which public welfare services had difficulty serving.
